Serian District Council as a local authority comprises of two main body, namely the legislatives and the Executives.
Legislative Structure
The legislative structure reflects the machinery of policy making in the council. The membership of Serian District Council legislative body consist of one chairman (a District Officer), a Deputy Chairman and 24 other Councillors. They formed one Full Council and were further sub-divided into 4 Standing Committees.
Standing Committees
The working of the council is basically through the Standing Committee having their respective term of reference and delegated power. Each Standing Committee is allocated the task of carrying out certain functions.
In every conduct of their business, the decisions made by the Standing Committee would be in the forms of recommendation. These recommendations must be transmitted by the Chairman or any member of the Standing Committee in the Full Council in the form of a report, for subsequent adoption in the form of resolution, before it can become a decision binding on the Council. An exception to this rule occurs when the decision making power has been delegated to its Standing Committee.
It is also important to note that, whilst Councillors have an important part to play as representative of the people, they have no power or authority as individuals. Their instruction or opinion as individual carries no weight neither it is binding to the council.
The Executive Structure
The executive structure reflects the machinery of executing the policies and decisions of the Council. The Secretary of Council, appointed under Section 35(b) of the Authorities Ordinance, 1996 is the chief Administrative Officer. He shall also be responsible for the general administration of the council, and playing roles of co-ordinating the various sections and units of the councils.
